NSW Government to pilot Build-to-Rent housing delivery model

The NSW Government has selected the Redfern project as a pilot for its Build-to-Rent model. Build-to-Rent allows the Government to deliver new and integrated social, affordable and private housing by collaborating with the private and not-for-profit sectors, whilst retaining ownership of government land.

Under this model, proponents enter a long term lease and collect rental income for the duration in return for building and managing the dwellings on the site.  The NSW Government retains ownership of all land and dwellings, which will be returned to the NSW community after the lease expires.

Planning Proposal

In November 2019, the rezoning pathway for Redfern changed from a State Significant Precinct process led by the Department of Planning, Industry and Environment to a Planning Proposal process led by the City of Sydney.

NSW Government has since been working closely with the City of Sydney and Government Architect NSW to develop the Planning Proposal for Redfern and to ensure that the development will meet the needs of the existing and future community.

The Site

The 1.1 hectare site is bounded by Elizabeth, Kettle, Walker and Phillip Streets. It is conveniently located opposite Redfern Park and the historic Redfern Oval.

The site is in walking distance of the existing Redfern and Central Stations and the future Metro station at Waterloo.

Residents will also enjoy easy access to education, training and local employment opportunities.

Design features

The proposal allows for:

  • A new mixed community of around 400 homes subject to Development Application (DA) approval
  • A mix of social, affordable and private rental housing
  • Building heights in line with the local character
  • A mix of building heights with the majority of the site seven storeys or less
  • Provision for new garden roof tops and central outdoor space for residents
  • An improved and expanded public plaza on Kettle Street
  • Green spaces off Phillip Street connected to local bike and walking routes
  • New shops, cafes and communal spaces

Next Steps

Alongside the planning process, NSW Land and Housing Corporation (LAHC) is progressing the procurement of a delivery partner. Following the receipt of nine submissions in response to an Invitation for Expressions of Interest, in January 2019 LAHC shortlisted the following consortia:

  • John Laing-led consortium including Compass Housing Services
  • Frasers Property and Hume Community Housing Association
  • Capella Capital, Lendlease Building and Evolve Housing

The planning proposal was lodged on 28 February 2020. The community will have an opportunity to provide feedback to the City of Sydney when it puts the plan on statutory public exhibition later in the rezoning process.

The redevelopment of Redfern is a long-term project that is expected to be completed in 2025.
